Prima Advisory provides independent due diligence, conflict-of-interest assessments, beneficial ownership reviews and investigations for businesses and public-sector organisations. We help clients assess relationships, examine concerns and make informed decisions through structured research, verification and clearly documented findings.
Led by James D'Agostino, CPA, CFE — former Manager within the Malta Police Force's Financial Crime Investigations Department.
We support clients in assessing third parties, reviewing ownership and conflicts of interest, investigating concerns and strengthening data protection practices. Each engagement is tailored to its purpose and scope, with clear reporting and practical advice.
Independent assessments supporting public procurement and EU-funded projects.
Prima Advisory supports public entities with independent, documented conflict-of-interest and beneficial ownership reviews across procurement processes. Assessments consider relevant declarations and available information concerning officials, bidders and other parties involved, with a focus on identifying personal, professional, financial, family, employment, ownership or other connections that may require clarification or further consideration.
UBO reviews assess the ownership and control information declared by successful bidders against available corporate and other relevant records, identifying inconsistencies, information gaps and potential links between beneficial owners and persons involved in the procurement process. Clear written findings are provided to support the public entity’s own assessment, governance and decision-making responsibilities.
Independent due diligence for important third-party relationships.
Prima Advisory supports businesses in assessing suppliers, subcontractors, prospective business partners and other important third parties through structured corporate and reputational due diligence. Depending on the purpose and risk of the engagement, the review may consider corporate status, ownership and beneficial ownership, directors and business interests, sanctions and political exposure, adverse information, relevant legal or financial risk indicators and other material connections identified through corporate records, screening and open-source research.
Each engagement results in a concise written assessment highlighting material findings, information gaps and matters that may require clarification or further consideration, helping the client make a more informed decision about the proposed or existing relationship.
Independent investigations into suspected misconduct, business irregularities and undisclosed connections.
Prima Advisory supports businesses, public-sector organisations and legal advisers in establishing the facts surrounding suspected fraud, procurement irregularities, undisclosed conflicts of interest and other business misconduct. Each engagement is tailored to the specific concern, the information available and the intended use of the findings.
Depending on the agreed scope, our work may include examining relevant documents, researching corporate and beneficial ownership structures, reviewing public records and open-source information, mapping relationships, and researching assets and business interests identifiable through available records. We assess and corroborate relevant information to examine concerns and reconstruct events.
Findings are presented in a clear written report documenting the work performed, supporting sources, material findings and any information gaps or limitations. Our reports help clients and their professional advisers understand what the available evidence establishes and determine appropriate next steps.
Practical data protection advice and independent DPO support for businesses and public-sector organisations.
Prima Advisory provides outsourced Data Protection Officer (DPO) services and tailored GDPR support in collaboration with a specialist data protection partner. We help organisations understand their obligations, strengthen their data protection practices and access ongoing advice suited to their activities and risks.
Our support may include compliance reviews, advice on policies and privacy notices, staff awareness training, guidance on data protection impact assessments, and assistance with personal data breaches and requests from individuals exercising their rights.
For organisations appointing an external DPO, the service includes a designated lead professional, independent compliance monitoring, reporting to senior management and acting as a contact point for individuals and the Information and Data Protection Commissioner. Standalone data protection advisory support is also available without a formal DPO appointment.

Each engagement follows a structured and proportionate approach, tailored to the client’s requirements, the agreed scope and the information available. Whether conducting a due diligence review, a governance assessment or an investigation, our work generally follows the stages below.
We discuss the client's requirement, the intended use of the work and the proposed scope. Before accepting an engagement, Prima Advisory considers potential conflicts of interest and whether the assignment falls within its professional competence and available capacity.
We agree the scope, responsibilities, deliverables, limitations, fees and information required for the engagement. The client is provided with a clear understanding of the documentation, declarations, records or financial information that must be made available.
Relevant documents, records, declarations and other information are gathered and reviewed in accordance with the agreed scope. Prima Advisory identifies any gaps, inconsistencies or matters requiring clarification at this stage.
The information is assessed using a documented, proportionate and risk-based approach. Where necessary, Prima Advisory seeks clarification from the client or identifies matters that require further consideration before conclusions are reached.
Findings, observations, limitations and practical recommendations are communicated clearly. Where relevant, Prima Advisory identifies matters requiring further clarification, additional documentation or a decision by the client.
Where appropriate, Prima Advisory remains available to discuss findings, respond to questions or provide additional support following delivery of the engagement.
Where an engagement requires expertise outside Prima Advisory's agreed scope, we can work alongside the client's existing professional advisers or, where appropriate, coordinate with other suitably qualified specialists. Any such involvement is discussed transparently with the client.
